Case Study DISTRICT: Wellsboro (PA) Area School District Wellsboro’s foodservice program operated at a deficit for nearly 14 years reaching $47,120 in 2001. Robert Ulmer, Business Manager and Mary Jane Sutley, Director, decided they had to do something about it. They employed inTEAM Associates’ president, Dorothy Pannell Martin, to do a program evaluation. Salaries and fringe benefits were consuming 61% of the revenue and purchased food cost was 42% of the revenue. The middle and high schools had very low productivity—12.2 MPLH and 9.7 MPLH respectively. A year later the salaries and fringe benefits were consuming 36% of the revenue and food 35% of the revenue. Wellsboro’s director, managers, and employees worked together to implement the changes recommended by Ms. Pannell Martin. This has resulted in increased participation and a profit of $30,441 in 2003. Robert Ulmer said at the end of SY2003, “ Our cafeterias have made major strides in just 12 months. One year ago our foodservice program had a deficit of $5,331. We ended this school year with a profit of $30,441. Our revenue was up and our costs were down.”
